Kairo

A planned AI-enabled Consequence Intelligence engine designed to make systemic consequence reasoning visible, reviewable and accountable before major decisions become reality.

Kairo is intended to support the Planetary Decision Integrity Protocol by connecting decisions, affected systems, evidence, assumptions, uncertainty, alternatives and human review into a structured reasoning process. It is not designed to make decisions. It is designed to make decision reasoning visible.

Purpose

Turning protocol requirements into reviewable consequence reasoning.

Kairo is the planned AI-enabled engine intended to operationalize the Planetary Decision Integrity Protocol. Its purpose is to help institutions examine material decisions before action is taken by making systemic effects, evidence, assumptions, uncertainty and review responsibilities explicit.

Kairo is not conceived as an oracle, a political authority, or an automated approval system. Its purpose is to make consequence reasoning structured enough to be questioned, reviewed, improved and governed.

What Kairo is

A consequence reasoning engine, not a decision-maker.

Kairo is intended to support a structured form of Consequence Intelligence. It should help connect fragmented evidence, models, documents, assumptions and affected systems into a visible reasoning chain that can be inspected by humans.

At maturity, Kairo is expected to support decision preparation by producing reviewable outputs such as consequence maps, evidence registers, assumption registers, uncertainty notes, alternative pathways and Decision Integrity Check records.

What Kairo is not

Boundaries are part of the design.

Kairo must not replace human authority, scientific review, legal responsibility, political legitimacy, institutional judgment or public accountability.

Kairo must not present probabilistic or model-based reasoning as certainty. It must not hide assumptions behind generated language. It must not collapse disagreement, uncertainty or value trade-offs into a single automated recommendation.

The intended role of Kairo is to support accountable review, not to remove responsibility from decision-makers.

Inputs

What Kairo must be able to read, connect and question.

Kairo is expected to work with structured and unstructured material relevant to a decision. Input categories may include:

    The material decision, actors, authority, scope, jurisdiction, timeline and intended outcome.

    Affected systems

    Planetary, territorial, institutional, social, economic and infrastructure systems potentially affected by the decision.

    Evidence sources

    Scientific literature, policy documents, project documents, models, datasets, expert inputs and institutional records.

  4. 04

    Assumptions and constraints

    Declared assumptions, exclusions, dependencies, known limits and decision constraints.

    Alternatives

    Other pathways, design options, timing choices, mitigation options or non-action scenarios.

    Review requirements

    Human reviewers, responsible authorities, review thresholds and accountability requirements.

Reasoning Layer

From fragmented evidence to visible consequence chains.

Kairo should not merely summarize documents. Its core function is to help structure consequence reasoning across systems, assumptions and uncertainty.

A Kairo reasoning process should make visible:

Outputs

Reviewable records, not black-box conclusions.

Kairo should produce outputs that can be inspected, challenged and improved. The objective is not to generate a persuasive answer, but to produce a structured record of reasoning.

Expected output forms may include:

    A structured map of potential effects, dependencies, affected systems and pathways.

    A traceable list of sources, models, documents and expert inputs used in the assessment.

    A record of assumptions, limits, exclusions, dependencies and unresolved questions.

    Uncertainty note

    A structured account of confidence levels, unknowns, disagreement and sensitivity.

    Alternative pathway comparison

    A comparison of plausible options and their different systemic effects.

    Decision Integrity Check

    A reviewable record showing what was assessed, what remains uncertain and where human review is required.

Human Review

AI can support analysis. It must not absorb responsibility.

Kairo is intended to keep human authority explicit. A consequence assessment is only institutionally meaningful if accountable humans can review the reasoning, challenge the evidence, dispute the assumptions and accept responsibility for the decision.

For that reason, Kairo must be designed around review points, reviewer roles, traceable reasoning and explicit limits. The final responsibility remains with human and institutional authorities.

Auditability

Every conclusion should remain connected to its sources and assumptions.

Kairo should be auditable by design. Its outputs should preserve the link between claims, sources, models, assumptions, uncertainty and human review.

Auditability requires more than technical logs. It requires a reasoning structure that allows reviewers to ask:

Current Status

Under definition during the founding phase.

Kairo is a planned system direction, not a deployed authority. The current priority is to define its role in relation to the Planetary Decision Integrity Protocol, the Decision Integrity Check, human review, governance safeguards and contributor development.

The first implementation objective is not autonomy. It is reviewable consequence reasoning.
