The intelligence between decision and damage
Every age discovers the limits of its own power.
The industrial age gave humanity the ability to produce, finance, regulate and scale material decisions with unprecedented force.
The planetary age reveals the consequence of that force: a single decision to build, finance, extract, approve, procure or expand can now affect climate, water, land, biodiversity, infrastructure, communities and future risk far beyond its original scope.
Yet the systems used to prepare and approve those decisions remain fragmented.
Finance sees one part.
Law sees another.
Engineering sees another.
Permitting, procurement, politics and risk management each see their own portion.
The consequence is not hidden in one discipline.
It emerges between them.
Most damage does not begin as damage.
It begins as a decision whose consequences were not made visible in time.
Planetary Integrity Foundation exists to build the intelligence layer between decision and damage: open, auditable infrastructure that helps material decisions become more informed, comparable, accountable and resilient before action is taken.
Its purpose is not to slow human ambition.
Its purpose is to make ambition intelligent enough to survive its consequences.
1. The civilizational gap
The great weakness of modern decision-making is not the absence of expertise.
It is the separation of expertise.
A material decision is rarely prepared by one mind or reviewed through one lens. It moves across departments, disciplines, incentives and mandates.
Finance may evaluate cost and return.
Law may evaluate compliance.
Engineering may evaluate feasibility.
Permitting may evaluate authorization.
Risk management may evaluate exposure.
Each of these views can be legitimate. Each can be technically correct within its own boundary.
But systemic consequence does not remain inside those boundaries.
It moves through climate, water, land, infrastructure, communities, markets, legal exposure and future resilience.
This is why a decision can be financially justified, legally permitted, technically feasible and politically convenient, while still producing consequences that no single assessment was designed to see.
This is the civilizational gap:
humanity has become powerful enough to create planetary consequences, while its decision systems remain too fragmented to see, compare and govern them before action.
2. Why artificial intelligence makes this reachable
The foundation’s mission would be utopian if consequence assessment remained a manual exercise.
A material decision does not draw its consequences from one source. Its effects are distributed across territory, infrastructure, law, finance, procurement, engineering, climate, water, land, biodiversity, communities and time.
To assess those consequences, a decision process must connect evidence that is scattered across documents, maps, models, regulations, designs, assumptions, datasets and expert judgments.
This is the kind of complexity artificial intelligence can help organize.
AI is not the mission.
AI is the enabling capacity.
Properly governed, AI can help turn scattered evidence into structured reasoning. It can identify affected systems, expose assumptions, compare alternatives, reveal uncertainty, trace sources and produce an auditable decision record.
It can also bring consequence assessment into the systems where decisions already happen: engineering platforms, procurement workflows, permitting processes, investment reviews, planning tools and governance dashboards.
This is why the vision becomes practical.
AI should not decide for humanity.
It should help humanity see more clearly, decide more responsibly and build better alternatives before action is taken.
3. Consequence Intelligence
Artificial intelligence will be used to automate work, optimize systems, accelerate decisions and generate economic value.
Those uses are important.
But they are not the highest public-interest use of AI.
The highest public-interest use is to help humanity understand the consequences of its material decisions before action is taken.
This is Consequence Intelligence.
It does not promise perfect foresight.
It does not replace legal, political, scientific or institutional judgment.
It gives those forms of judgment a clearer field of consequence before commitment.
Its purpose is simple:
to help humanity see more, compare better and take responsibility earlier.
4. From reports to decision infrastructure
The world does not lack information.
It lacks consequence at the point of decision.
Scientific evidence, satellite data, climate models, disclosures, dashboards, standards and regulations already exist. But too often they remain outside the moment when a material decision is shaped, compared, approved, financed or executed.
A report can explain.
A dashboard can monitor.
A disclosure can reveal.
But none of them is enough if consequence enters the process only after commitment.
Decision infrastructure means bringing consequence intelligence into the systems where decisions are actually made: engineering platforms, procurement workflows, permitting processes, planning tools, investment reviews, governance dashboards and public-sector approval systems.
At maturity, this means open protocols, machine-readable criteria, auditable workflows, evidence and assumption registers, APIs integrated into existing software, transparent AI reasoning and accountable human review.
The shift is not from less data to more data.
5. Mission
Planetary Integrity Foundation exists to raise the standard of material decisions.
Its mission is to make consequences visible, assumptions explicit, uncertainty traceable and alternatives comparable before action is taken.
The foundation does not exist to stop development, industry, infrastructure, innovation or growth.
It exists to make them less blind, more accountable and better aligned with the systems they affect.
The work is practical: build the open protocol, AI-assisted engine and governance model required to bring consequence intelligence into real decision workflows.
The aim is not only to prevent harm.
The aim is to support better decisions before harm becomes irreversible.
6. What the foundation is building
Planetary Integrity Foundation is being built around a simple architecture:
The method is the Planetary Decision Integrity Protocol.
The engine is Kairo.
The output is the Decision Integrity Check.
Together, they are designed to turn consequence intelligence from an idea into a practical decision process.
Planetary Decision Integrity Protocol
The Protocol defines the logic of assessment.
It describes how a material decision is framed, which systems may be affected, what evidence must be traced, which assumptions remain uncertain, what alternatives should be compared and what human review is required.
At maturity, the Protocol should be open, versioned, auditable and machine-readable: understandable by institutions, usable by experts and implementable by developers.
Kairo
Kairo is the planned Consequence Intelligence Engine designed to apply the Protocol.
Its role is to help connect a decision to affected systems, evidence, uncertainty, assumptions, alternatives and consequence pathways.
Kairo is not a substitute for human authority.
It is a structured intelligence layer for better human review.
At maturity, Kairo should operate through interfaces and APIs that can connect with engineering, procurement, planning, permitting, investment and governance workflows.
Decision Integrity Check
The Decision Integrity Check is the record that makes the process reviewable.
It translates the assessment into a structured output: what was decided, what was known, what was uncertain, what alternatives were considered, what systems may be affected and who reviewed the decision before commitment.
Its purpose is to make consequence visible, reasoning traceable and responsibility harder to erase.
The question is no longer only:

The vision becomes real when consequence intelligence stops being a document and starts becoming part of the decision workflow.
A protocol alone is not enough.
A standalone tool is not enough.
For material decision integrity to matter, it must be usable where decisions are already shaped: in engineering systems, procurement platforms, permitting processes, investment reviews, planning tools, governance dashboards and public-sector approval workflows.
At maturity, this means several forms of use:

The process itself is practical.

- The affected context is mapped.
- Evidence and assumptions are registered.
- Consequence pathways are assessed.
- Alternatives are compared.
- Human review is required where uncertainty, impact or irreversibility demand it.
The output is a Decision Integrity Check: a structured record showing what was known, what was uncertain, what alternatives were considered, what consequences were identified and who reviewed the decision before action.
This is how the foundation’s vision becomes operational:
not by asking decision-makers to read another report,
but by embedding consequence intelligence where decisions already happen.
8. Early adoption pathways
The protocol does not need to begin everywhere.
It should enter first where material decisions already leave evidence, pass through workflows and require accountable review before commitment.
Early adoption is likely where four conditions meet:

This does not mean that the foundation decides which domains matter.
It means that the first applications will emerge where consequence intelligence can be applied responsibly, reviewed credibly and integrated without pretending to govern the whole decision system.
Natural entry points may include engineering and infrastructure, public procurement, urban and territorial planning, finance due diligence, corporate governance and public-sector approval processes.

The first objective is not to claim universal coverage.
The first objective is to create credible entry points through which consequence intelligence can become part of real decision workflows.
9. A minimum standard for decision integrity
The protocol does not need to predict every consequence to be useful.
Its first purpose is to establish a minimum standard for material decision integrity.
Before a material decision is approved, financed or executed, it should be possible to answer:

If these questions cannot be answered, the decision is not necessarily wrong.
But it is not yet sufficiently visible.
This is the practical discipline the foundation seeks to build: not perfect prediction, but better visibility, comparability and accountability before commitment.
10. Responsibility before action
Material harm often emerges without a single actor intending it.
It can emerge from competent decisions made under incomplete visibility, narrow mandates, time pressure and fragmented responsibility.
A decision may satisfy the requirements of each participating system while still failing the larger test of consequence.
This is why decision integrity matters.
It does not assume bad faith.
It assumes complexity.
It asks that systemic consequences, uncertain assumptions and available alternatives be made visible before commitment, so that responsibility can be exercised while decisions can still change.
The foundation’s work is to support this shift.
11. Institutional position
Planetary Integrity Foundation does not exist to take decisions away from institutions.
It exists to make the consequences of those decisions harder to ignore.
The foundation is being created as a public-interest initiative to develop, protect and govern an open decision integrity protocol.
It is not a conventional environmental NGO, a political movement, an anti-industry initiative, an ESG consultancy, a climate marketing platform or a private AI authority.
It does not replace law, science, engineering, public governance or human judgment.
It gives them a shared structure for making consequence visible, evidence traceable and responsibility reviewable before action is taken.
12. Open but governed
The protocol must be open because decisions with systemic consequences require transparent reasoning.
It must be governed because transparent reasoning can still be captured, misused or diluted.
The foundation’s role is to protect this balance.
The protocol should be versioned, documented, reviewable and open to contribution.
Its changes should be traceable.
Its limitations should be explicit.
Its scientific, technical and ethical assumptions should be open to scrutiny.
Its governance should prevent private control by donors, sponsors, companies, governments or the founder.
The goal is not openness as ideology.
The goal is trust.
A public-interest protocol can only be trusted if its meaning cannot be privately rewritten.
13. Founding phase
Planetary Integrity Foundation is in its founding phase.
Its long-term ambition is to build public-interest infrastructure for material decision integrity.
Its current task is to create the foundations required for that ambition to become credible: the first protocol draft, governance model, contributor circle, public repository, early adoption pathways and Decision Integrity Check prototype.
At this stage, the foundation does not claim adoption, certification, endorsement, validation or operational authority.
It claims a narrower responsibility:
to define the method clearly, govern it openly, test it carefully and build the first circle of people and institutions capable of improving it.
Authority, if it comes, must be earned through transparency, usefulness and disciplined execution.
14. Call for contributors
The foundation’s first circle should be built with discipline.
This is not a call for symbolic support.
It is a call for people and institutions capable of improving the first protocol, challenging its assumptions and helping translate consequence intelligence into real decision workflows.
Relevant contributors may come from Earth system science, artificial intelligence, law, governance, engineering, planning, economics, public policy, data infrastructure, sustainability, open-source communities, public institutions, universities, foundations, cities and responsible companies.
What matters is not only expertise.
It is alignment with the principle that material decisions should become more visible, comparable, auditable and accountable before action is taken.
The first circle should not be large.
It should be credible, independent and useful.
The goal is to build the first serious version of the Planetary Decision Integrity Protocol and the first reviewable Decision Integrity Check.
15. Founding statement
The foundation begins from one premise:
a civilization powerful enough to alter the systems that sustain life must become capable of seeing the consequences of its material decisions before it acts.
A material decision should not be considered mature only because it is permitted, financed or technically feasible.
It should be mature when its consequences have been made visible, its evidence traceable, its assumptions explicit, its alternatives comparable and its responsibility reviewable before action.
Planetary Integrity Foundation is being created to build that standard:
an open protocol,
a consequence intelligence engine,
a reviewable decision output,
and a governance model designed in the public interest.
